Approval of Minutes
Motion to approve January 5, 2004 Board meeting Minutes as presented.
Motion: Williams/Second: Walker. Motion carried unanimously.

Old Business
Sewer-Related Activities at Parish Level – Spell reported that the Parish Police Jury committee on wastewater had not yet met, but that Don Manuel had been appointed chairman of the committee. Mark McMurry will be notifying Spell when the meeting dates are scheduled, and Spell will notify the other board members.
Public Comment: Pat Louviere inquired what committee was being discussed and Spell gave a description of the Police Jury wastewater committee and its function.
Scope Documents – Spell has not updated the documents. After he makes revisions to the documents, he will submit them to the parish committee for their consideration. The original RFP was previously submitted to Mark McMurry for review.
Public Comment - None.
Website – The Sewer Board section on the Economic Development Board’s website is complete and working.
Motion to request payment of $300 invoice from Praise2Him Web Design/Chris Trahan.
Motion: Walker/Second: Williams. Motion carried unanimously.
Public Comment - Pat Louviere brought to the Board’s attention the fact that the post office box address for the sewer board that is listed on the website is the Economic Development Board’s box number. Mrs. Louviere stated that this would be acceptable for the time being.
Discussion on Wastewater System Study - Spell stated that he wanted to begin speaking to various community organizations and disseminating a survey about wastewater. Spell expressed that the survey would open lines of communication with the community. Kiser, who was not present, had the survey that had been developed and Spell said he would see that it was e-mailed to the other board members. Spell said that he was scheduled to speak to the Civic Club on February 12, 2004, and would be scheduling speaking dates with other groups, such as the Merchants’ Association and the Citizens’ Committee on Education. Hoffpauir expressed concern about the timing of such a survey. She stated that the Board should have more information, particularly concerning the parish committee, before going out into the community with a survey. Walker suggested framing the survey as a device for gathering questions that could be answered by the parish study.
Motion to authorize Spell to commence meeting with community groups and distributing survey.
Motion: Walker/Second: Williams. For: Walker, Williams. Opposed: Hoffpauir.
Motion carries.
Public Comment: Bob Jackson stated that he thinks the Board should move forward with talking to community groups.

New Business
Spell informed the Board that the Police Jury has appointed a task force to study creating a metropolitan planning commission.
Hoffpauir said that Kiser had sent a message that the account balance per the Police Jury is $24,551.48.
