Discussion of board meeting process
Confirmation that meeting notice was being sent to Lake Charles American Press.
Mr. Manual asked if the Ward One Water District building was going to be the permanent meeting place for the Board meetings. Mr. Spell informed him that the Board is looking to move meetings to the Public Library on Parish Rd.
Clarification made to include “Public Comments” in the minutes after each topic.
Discussion and clarification of 2/3 vote needed to change or add to agenda.

Approval of Minutes of the Board’s November 3rd meeting
Motion was made to postpone the approval of the minutes of the November 3rd meeting until the January 5th meeting. Motion carried. Motion: Hoffpauir/Second: Kiser

Discussion of Feasibility Study RFP
Board expressed concern that we would be repeating what the Calcasieu Parish has already done and what they are planning to do. The Parish’s study and future work does include a sewer system in the Moss Bluff area.
If the Parish’s budget is approved, then they will start their formal study in 2004. It has been communicated that the Parish is putting much focus on unincorporated areas such as Moss Bluff, South Lake Charles, and Carlyss.
There were concerns expressed that the Parishes study may not focus on or meet the goals that the District Nine, Ward One Sewerage Board has in place. The Board agreed that we will work closely with the Parish to ensure that our goals are met. The Board has been invited to all Parish meetings concerning this matter.
Questions were posed on how the Board should proceed with the RFP. Mr. Spell will communicate with Mr. Meyer on the status of the issue. It was agreed that the Board will start working closely with Don Manual and the Parish to make sure that the Board’s questions and concerns are addressed.
Mrs. Hoffpauir suggested that along with Don Manual, the other Moss Bluff Police Jurors need to be included in our discussions. Mr. Spell will work with Don Manual to get all the local Police Jurors together with us. It was agreed that this topic would be covered in Old Business on the December 5, 2004 Board meeting.
There was a short discussion on the specifics of the “Wal-Mart money” and how those proceeds are going toward paying off the bond for the new Middle School.
Mr. Spell gave an overview of the presentation he gave in Washington D.C. in 2002. He highlighted the studies and the statistics found. The study performed by McNeese University on fecal matter found in the ditches showed that Ward One had 70,000 parts per 100 milliliters compared to the Coast Guard standard of 1,000 parts per 100 milliliters and the EPA’s standard of 400 parts per 100 milliliters.
Mr. Spell will compare Ward One average to the averages of the other Wards covered in the study. Mrs. Hoffpauir will make copies of the study for the Board members.
Terry Manual suggested openness with the community. Communicating various plan options through community meetings. Board needs to be prepared to field community questions such as “What will be the total cost?,” “How much will it cost me?,” “What do I get out of it?,” and, “When will I get it?”

Introduction of Asst. District Attorney, Terry Manual
Motion was made to amend the agenda to include the introduction of Terry Manual. Motion carried. Motion:

Asst. District Attorney, Terry Manual, was introduced to the Board. Mr. Manual offered his office’s services to the Board as legal counsel.
Motion was made to accept the offer to make The District Attorney’s office the Board’s legal counsel. Motion carried. Motion: Walker/Second: Williams

Sewerage Board Web Site
Discussion of looking into including the Sewerage Board on the Calcasieu Parish Police Jury’s web site. Mr. Spell will talk to the Police Jury on this matter.
There was also a discussion on sharing space with the Economic Development Board’s web site (www.mossbluff.org). Mr. Spell communicated that the EDB had already approved this if we want to move in that direction. Mr. Spell will gather the specifics on the costs of doing that.
Public Comment: Mr. Jackson asked the Board that, if costs were the same, which would we choose…mossbluff.org or the Police Jury web site. The Board expressed interest in leveraging the mossbluff.org name but acknowledged that there we still too many questions to answer for now.

Redefining the borders of the Sewerage Board’s authority
Mr. Manual stated that the Police Jury is in charge of defining the borders. There was a discussion of whether and when it would be proper to bring this issue before the Police Jury. Mr. Manual suggested getting more information on this matter through Don Manual and the other jurors. Mr. Spell suggested including this discussion with the Police Jury with the other discussion of the Feasibility Study.
Motion was made to table this discussion until the January 5, 2004 Board meeting. Motion carried. Motion: Williams/Second: Walker. Mrs. Hoffpauir agreed to will formulate points for discussion purposes for our next Board meeting.

Changing Board meeting location
The Board discussed changing the monthly meeting place from the Water District building to the Parish Library on Parish road. It was agreed upon that Mrs. Hoffpauir will talk to the local Library first if there are any time or event conflicts between the Board and the Library. If that discussion raises any issues or concerns then Mrs. Hoffpauir will talk with Jeff Ripple, the Calcasieu Parish Chief Librarian.
